Greenville City Council Moves Forward With “Paperclip” Connector

Greenville City Council recently voted to approve an additional $774,081 for the Cleveland Connector, which will provide direct access from the existing Swamp Rabbit Trail to the new Laurens Road Green Line Extension.

Called the “Paperclip” due to its design shape, the Connector will give pedestrians and cyclists a safe route to the Laurens Road overpass currently under construction. The project includes the permanent closure of the Richland Way tunnel below East Washington Street to vehicular traffic, beginning on Monday, August 15.

The project had been delayed due to initial bids that were significantly over budget. City staff and the contractor have evaluated the scope of work and identified approximately $240,000 in scope reductions, bringing the total contract price down to $1,994,228. The Cleveland Connector project had a current available balance of $1,220,147, leaving the $774,081 deficit.

City staff estimates the project will be complete in the spring of 2023.
